With regard to construction permits for general contracting projects, for engineering construction projects that adopt the general contracting mode, the columns of "general contracting unit" and "general contracting project manager" are added to the construction permit and its application form. The notification requires that the competent departments of urban and rural construction of housing at all levels can determine the design and construction units according to the general contracting contract and subcontract, and apply for construction permits in accordance with the law. For the design unit or construction unit that has undertaken subcontracting work in the general engineering contract project and has signed a subcontract with the general contractor, the housing and urban and rural construction authorities at all levels shall not require them to sign a design contract or a construction contract with the construction unit. The above requirements shall not be used as a precondition for applying for a construction permit. In other words, the current adjustment further clarified the status of the general contracting unit and its exclusivity to the construction unit.
With regard to construction permits for government procurement engineering construction projects, for government procurement engineering construction projects where suppliers are determined through competitive negotiation or a single source in accordance with the law, regulations such as the Construction Law and the Administrative Measures for Construction Project Construction Permits shall be strictly implemented.
