The meeting summarized the new progress and effectiveness of various tasks in 2019. The second is to steadily implement a long-term mechanism plan for the stable and healthy development of the real estate market, implement the urban main responsibility system, and steadily promote the "one city, one policy" pilot. The third is to solidly promote housing security, and the housing conditions of low- and middle-income residents in cities and towns are constantly improving. The fourth is to accelerate the transformation of urban construction methods, and new steps have been taken to develop high-quality cities. Fifth, the construction of villages and towns has been vigorously strengthened, and the rural living environment has continued to improve. Sixth, we will continue to deepen the supply-side structural reforms in the construction industry, and continuously improve the quality and efficiency of construction industry development. Seventh, the reform of the approval system for engineering construction projects has been comprehensively promoted, and the effectiveness of optimizing the business environment has been remarkable. China ’s world ranking for building permits has jumped sharply from 121 to 33. The conference centered on the in-depth study and implementation of General Secretary Xi Jinping's important instructions and instructions on housing and urban-rural construction work, implemented the decision-making and deployment of the Central Economic Work Conference, and put forward five requirements for the next year's housing and urban-rural construction work:

The conference plans to focus on 9 areas of work in 2020:

The third is to focus on cultivating and developing rental housing, and promoting the settlement of housing issues for new citizens and other groups. Further foster institutionalized and large-scale leasing enterprises, and accelerate the establishment and improvement of government-led housing rental management service platforms. Focus on the development of policy-oriented rental housing, and explore the normative standards and operating mechanism of policy-oriented rental housing.
The fourth is to strive to improve the quality of the city and the quality of the living environment and build a "beautiful city". In-depth implementation of the new development concept, taking the city as an "organic life body", starting from solving the prominent problems of "urban diseases", coordinating urban planning and construction management, and promoting high-quality urban development. Establish and improve the city construction management and human settlement environment quality evaluation system, and carry out the pilot project of "beautiful city" construction. Accelerate the construction of the framework system of the three-level CIM platform of the Ministry, Province and City. Systematically promote the construction of sponge cities across the entire region, and promote special actions for infrastructure shortcomings and renovation. Comprehensively promote the classification of municipal solid waste. Forty-six key cities should achieve the goal of basically establishing a solid waste classification and treatment system by 2020. Strengthen historical and cultural protection, and build a nationwide urban and rural construction and historical and cultural protection heritage system. Continue to deepen the reform of the urban management law enforcement system and accelerate the construction of a comprehensive urban management service platform.
Fifth, focus on improving rural housing conditions and living environment, and building "beautiful villages". Summarize the experience of promoting the construction of new-type farm houses such as steel structure assembly, and improve the quality of farm houses and rural living conditions. Accelerate the management of rural domestic waste, improve the rural living environment, and promote the establishment of a county-level beautiful rural assessment system.
Sixth is to promote the supply-side structural reform of the construction industry and promote the transformation and upgrading of the construction industry.
